Tampa Bay Partnership

Rick assumed the position of President and CEO of the Tampa Bay Partnership in November 2015, bringing more than three decades of experience in economic development, public policy and media to the organization. Prior to joining the Partnership, Rick served as President and CEO of the Tampa Hillsborough Economic Development Corporation, the lead economic development agency for Hillsborough County. For nearly four years, Rick led the EDC through a record-setting period of job growth and capital investment, organized business development trips to New York, Europe and Latin America and secured year-over-year increases in private investment in the EDC.

A native of Boston, Rick spent 32 years living in New Mexico, where he served in the cabinet of Governor Bill Richardson; first as Secretary of Economic Development and subsequently as Secretary of Taxation and Revenue. In 2004, Rick spearheaded the development of the world’s first purpose-built commercial spaceport, Spaceport America, and recruited the world headquarters of Sir Richard Branson’s Virgin Galactic to New Mexico. During his term as Secretary of Economic Development, Rick also led development of the state’s border region with Chihuahua, opened a trade office in Tokyo, and led numerous international trade missions to Europe and Asia.

Prior to his government service, Rick served as president of a New Mexico-based publishing group that owned city magazines in Albuquerque and Santa Fe. He also founded New Mexico BusinessWeekly, which he sold in 2000 to American Cities Business Journals. Rick was a candidate for Mayor of Albuquerque in 2001. He and his wife, Jan, live in Tampa and have two children, Parker and Henry.
